President Donald Trump, however, has promised to cut some of their funding- so their programs may also be in jeopardy.
While building supervised injection Centres will help in Toronto, along with needle increased exchanges, and other harm reduction exchange points, a more fruitful response will be to add more detox beds- medicalize these beds adding nursing and physician staffing to them (Toronto has less than a dozen public medical detoxification beds!).
Adding more addiction treatment beds where people can recovery slowly after detox and more accessible harm reduction medication assisted treatment via methadone and/or buprenorphine, will keep users away from substances. Bolstering this with community-based programs to integrate substance users back into their neighbourhoods adding something of purpose back into their lives will keep them happier, safer and will remove the harms from exposure to dangerous opioids in the first place.
Ultimately, the opposite of addiction is "connection", as Johann Hari has famously said, anything that increases substance users contact with real and empathic people in REAL TIME is absolutely necessary, and necessary right away.
Everything I have spoken about requires much funding and planning. Whatever you call your response, I call on you Premier Wynne to please make sure this is a priority and is implemented without delay.
